The Strategic Purchasing for Primary Health Care (SP4PHC) project Integrasi Pelayanan Kesehatan Primer (ILP) Consortioum
In the pursuit of transforming primary care services through the first pillar, the Ministry of Health is actively engaged in a comprehensive initiative. This involves promoting preventive measures, broadening the range of antigens, enhancing immunization efforts, building capacities, and expanding screening within primary care. The Ministry has introduced the Integrasi Pelayanan Kesehatan Primer (ILP), aligned with the concept of Primary Health Care (PHC), to deliver high-quality health services to communities. ILP integrates all programs under the Ministry of Health.
The Strategic Purchasing for Primary Health Care (SP4PHC) project, funded by the Bill & Melinda Gates Foundation and executed by ThinkWell through the PHC/ILP Consortium, aims to enhance government procurement of primary health care services, with a focus on family planning and maternal, newborn, and child health. The SP4PHC/Indonesia team has collaborated with the Ministry of Health and the Directorate General of Public Health since late 2022 to support the Health Transformation agenda. Their specific focus includes reforms in primary health care, health financing, and digital health across Indonesia. The PHC/ILP Consortium is actively implementing transformation programs in four districts: Kabupaten Pidie, Kabupaten Garut, Kabupaten Sumbawa Barat, and Kabupaten Badung.
Within the Consortium, the Center for Health Economics and Policy Studies (CHEPS FKM UI) is providing analytical support for a study in Kabupaten Pidie, Aceh Province. The study involves three main activities conducted concurrently and in collaboration with key stakeholders in the consortium: assessing health system performance, analyzing the impact of health financing on system performance from the district to Puskesmas level, and evaluating the implementation readiness of ILP. Additionally, CHEPS FKM UI is organizing various activities in Kabupaten Pidie, including quantitative and qualitative data collection, workshops, and seminars for ILP. CHEPS FKM UI is also facilitating knowledge transfer to the Ministry of Health and local governments, disseminating study findings through capacity-building initiatives, workshops, and ongoing assessments. The study is expected to continue for 24 months until mid-2025.
