Rencana Kegiatan Nasional Asma dan Penyakit Paru Obstruktif Kronis (PPOK) December, 19th 2022

Asthma and Chronic Obstructive Pulmonary Disease (COPD) are global health challenges. In Indonesia, based on the results of the Household Health Survey (SKRT), in 2013, asthma ranked among the top 10 diseases causing morbidity and mortality. According to BPJS Kesehatan data in 2019, there were 2,060,124 cases of asthma with a total cost of IDR 1,434,175,814,823. This situation poses a significant threat to public health and imposes a substantial healthcare cost burden.

Various issues related to asthma and COPD require government intervention, and it is crucial to understand the landscape of these diseases, their achievements, challenges, and how to address them. The Indonesian government needs to prioritize asthma and COPD, taking decisive steps to control these diseases. Therefore, CHEPS UI, in collaboration with the Ministry of Health, and Perhimpunan Dokter Spesialis Penyakit Dalam Indonesia (PAPDI) organized the “Rencana Kegiatan Nasional Asma dan Penyakit Paru Obstruktif Kronis (PPOK)” workshop as the consolidation to develop Working Plan for Asthma and PPOK that conducted on December 19th 2022. This workshop serves as an initial step in formulating and implementing clear and integrated policies for asthma and COPD services in Indonesia for the future.

This initiative is in line with the Ministry of Health's Health System Transformation policy, which prioritizes the transformation of primary care, specifically focusing on improving capacity and capability in primary care services. Additionally, this policy presents an opportunity for the implementation of various innovations to reinforce FKTP, including enhancing human resources capacity in managing Asthma and COPD.

The “Rencana Kegiatan Nasional Asma dan Penyakit Paru Obstruktif Kronis (PPOK)” workshop is designed to enhance stakeholder engagement by optimizing the role of Primary Health Facilities (FKTP). The recommendations formulated during this workshop are tailored for short-term implementation and including health professional training, establishment of a Center of Excellence, alignment of referral criteria for asthma and the development of asthma PNPK, Monitoring the prescription of SABA and improving access to ICS at FKTP, health economic research for Asthma and COPD, Prolanis Program and Asthma and COPD national screening program. For the medium term, there is a focus on the direction of payment reform at FKTP.
